This achievement is fairly easy to get and I got it by accident but if you haven't gotten it yet, play Level 18 in the Campaign.
This level has an unlimited supply of enemies rolling out of a machine and they are inactive for a short time. Simply wait until about 10-15 enemies have come out and begin firing. You should be able to easily get 20 kills in 60 seconds.

The easiest way to get this is on a level with a lot of enemies (most levels on the second half of the game will do, but large open areas help) and then get the guided missile powerup. You can sit in the middle of the screen and shoot at the bad guys attacking you for quick kills. As you get to higher levels in the campaign, the enemies move faster and are more aggressive so the achievement gets easier.
This achievement is much easier than it sounds - although it's almost impossible on the early levels you'll get it without even trying as the campaign progresses.

You could get this achievement in any level, any mode, and online or off but I find it works best in Endurance mode. You won't be able to do it right away because the first few levels don't even have 20 enemies but when you get to one that does, immediately locate any green power-ups (specifically the rapid-fire rocket, big rocket, homing rocket, or triple rocket). Even if you only get one of these the whole match, you should be able to easily get 20 kills in less than a minute - your power-up lasts a reasonable amount of time, and even if it runs out, using your regular rocket can take care of the last few stragglers.

This is simple in the later levels when there are many enemies on screen. Get the triple rocket power up and keep shooting and this achievement should unlock.
Arsenic, 17
This will definitely come with natural progression through the campaign. The latter levels have 40+ enemies and you will have no trouble disposing of them in under 2 minutes.
