On level 18 there is an infinite supply of enemies coming out of this machine. So what you need to do is just try to get the giant rocket power up or the triple rocket power up and then go at it.

Took me about 30 minutes or more, I never found the giant powerup, but triple rockets and a few retries got me the achievement in the end.

I got this on the level where you fight the clones of yourself (not sure of the level number, maybe around 40). Bust open a bunch of the clone vats and there will be a ton of enemies on the screen at once. There will also be a lot of shooting going on so there's a good chance that there will be a bunch of powerups at the bottom of the level. Head down and see if you can get a multi-rocket powerup. If there's not one there just die and try again. If you do get it, head to one of the upper corners of the level and don't shoot so you get a bunch of bad guys following you then turn around and blast them. You'll get a bigger spread on the rockets if you aim longer. Again, if you don't get it then die and restart. There's no penalty for dying.

There may be more than one way of getting this achievement but I found that the most efficient way is to get a triple shot power-up. It is one of the green power-ups. Do this on a level with a lot of enemies instead of concentrating on just 3 - you will obviously improve your chances greatly. After pressing to use the power-up, simply hold the right stick in the direction your targets are and shoot a longshot (see "You're Like Some Kind of Robot" achievement for more info on how to execute a longshot). Even if you don't get it right away, your power-up lasts awhile and you can keep trying. If all else fails, you can probably set up an online boosting match with four people where they take turns getting the achievement.

The triple rocket power up comes in one of the green power up boxes and has a image of 3 rockets on it. Grab this power up and get into one of the corners of the map and let the enemies come to you. When there is a group in front of you just fire and you should get it no problem. This will be much easier in one of the later levels when there a lot more enemies on the screen.

You need to first get a green Triple Rocket power-up, that looks like, you guessed it, three rockets side-by-side. You may or may not unlock this while completing the campaign. Whenever you get one such power-up, try and fly around and gather a bunch of enemies, then shoot into them, one shot at a time. This is not overly difficult, but if you are spamming it may never unlock for you. 

A sure-fire method to earn this achievement is to load up Level 30. Shoot blocks around the outside of the level until you get a Triple Rocket power-up, making sure not to disturb the pink tanks in the middle that contain all the enemies. This may take several minutes as this power-up is rare to spawn. Once you get one, unload to break open a bunch of the pink tanks. Then, when there is a large cluster of enemies, shoot the triple rockets into them one shot at a time. Make sure you are quick enough to break the tanks so that the power-up doesn't expire before you get the achievement. You need to kill one enemy with each of the three rockets.
