Effect Pedals are unlocked after every gig (that I've played so far) as well as getting 70,000 in any version of a song. That means if there are 3 versions of a song, you only need to reach 70000 on one version of that song in order to unlock the effect. There is only one effect per song.
Yes, the DLC time saver pack will also unlock this achievement but I wouldn't advise it, as I unlocked this while only rank 7 and it isn't that hard to do with some practice.

I also unlocked this at level 7. There were only 32 tone pedals unlocked but also 19 authentic tones after the event where I got it. The achievement may depend on both. You can check what you have unlocked in the Amp section.

Half way through level 10 it stoped giving me pedals. I thought I could level up just playing master events and receive this cheevo but no... I have to now level up more than a few tunes to get this

There are 34 normal pedals and 27 rare pedals in the game. Songs that use a pedal will unlock if you score 70,000+ on any of its arrangements. You unlock a rare pedal each time you earn an encore.
Getting 70k points on a song (in any arrangement) will earn you a pedal. Do this on fifty different songs/arrangements in order to earn fifty pedals. By the time you've gotten most of the other achievements, getting 70k will be incredibly easy, so if this is hard at first don't fret.
