How to unlock the Decidophobia achievement in Rogue Legacy - Definitive Guide

Put at least one point in every skill in the game. "Skill" includes new class unlocks, abilities, increased gold drops, and everything else that appears on the manor skill chart. You start off with one and unlock more as you put points in them.

It only takes one point to unlock all skills attached to a current skill, so the fastest way to get this is to just put one point in each skill as it gets revealed.

There are 32 in total; the last one is somewhat hidden off the top of the screen and you need to scroll up to see it.

As simple as putting a skill point in every upgrade - more will gradually unlock after putting a point in an upgrade.

The manor is the first screen that appears after choosing your heir. This is where you buy your various skills and upgrades. There are 32 different skills you need to purchase in the manor and the price of each skill increases after you place any skill point. Some skills only become available once you purchase a prior skill. For example: The Paladin only becomes available after you put one point into the Health Up skill. Once you have placed at least one skill point in each of the 32 skills the trophy will unlock.

There are around 30 different skills in the Manor that you'll need to invest in for this achievement. Some skills are far more expensive than others. On top of that, every time you buy a skill or put another point in one, the price of every skill in the Manor increases. Therefore, the cheapest way to get this and to minimize the amount of money you need to amass in a single run is to never put more than one point in a skill until you unlock this achievement. When you first start the game though, that isn't really practical, as you'll need to put points in health, attacks, and armor to be able to keep progressing. My recommendation would be to prioritize expensive skills as soon as they become available to purchase, because the longer you put off buying them, the more expensive they'll be after buying skills and points elsewhere.
