In Level 3 you will get the Spas 12 shotgun on a shelf about half way through. This gun holds 8 rounds which will make this much easier. At point blank range the Spas will kill in one shot so once you get it, run straight at the next 5 guys and one shot kill them. Remember not to hit "Y" or "X" in between kills. Once you get your 5th kill the achievement will unlock.

You can also do it with the type 97-1 in the first lever going out to the balcony later in the level

Same as "Military Budget", just take your time. The only difference here is you have to kill a soldier with every shot as the shotgun only holds 5. For a bit more room for mistakes, use the spas 12 as it holds 8 shots.
