All NPCs need 2 Flowers to dance except Croll who needs 6 Flowers. You will also need to wait for some NPCs to arrive including the 3 from the Kakuan clan, 3 from the Mograni clan, and Zelk and family.
This does not have to be done in 1 week, though it is easy to track who you have danced with on the people tab of the menu.
