You unlock the Reverser Wheel by running into stacks of tires (they are blue). You can get this really easily the first time you see a stack of tires, because you can just repeatedly ram into them over and over until it unlocks.

Easily acquired simply by finding bouncy barrels and sitting there bouncing back and forth off of them until you get the achievement. Note that the reverser wheel is one of the more useful upgrades, so this is well worth getting early on.
