Not too hard. Just try to go down as straight as possible, press "A" all the time and don't press "B". Don't take the curves to sharp. You will lose speed like that.

Don't know anymore. :s But I think it was either on Skis or in Bob/Skeleton.

This is one of the challenges you have to complete in campaign mode. You only have 55 seconds to get down the hill with a lot of curves without picking up any skulls along the way. I only had .0025 seconds left when I finished. What I suggest you do is hold 
down all the way. When you start getting to the flags spaced far apart, use the 
button to do sharper spins. Keep doing this until you get to the bottom of the hill.
