You can do this with three controllers or have friends join your game.
This can only be done in the Brawl mode. You need to knock an opponent out by taking out all of their hearts and they will fall down, and you can pick them up using the B button. From there you need to throw them at another opponent and knock them out.
You can throw by holding down B and releasing.
You can change game modes in the jail using the toilet on the lower left side.
I show this in my Walkthrough starting at 7:33 minutes into the video.

Not sure how but I unlocked this while completing arcade mode and didn’t even know it popped and I was playing solo

I got this alone playing on arcade mode, when a few polices come to me and I beat them at same time.

In brawl, defeat one of the players and be careful not to throw the player in a pit – if you do you will have to restart the game. Now grab the downed player and throw it into the other. You either do this 3 times or get him to 1 heart and then just one time ( an easy way to not miss is to stay right next to him when you throw).

Not sure why this is considered unobtainable - maybe content added over the past year did something? You can still do this quite simply in Brawl game mode where players have three lives. Minimum 3 players needed. Once one players loses all 3 lives, take their lifeless body by pressing and holding circle button, point towards another player with only one life/knockout remaining and then throw. The trophy pops once you finish off the final life from another player with the thrown dead player. There are hearts above each players head indicating how many lives/knockouts remain for them.
