Online is dead so I highly recommend finding a boosting partner or double box this achievement & all other onlines.
Creating a customized team requires a bit of play time beforehand. You need to earn stars ingame to be able to build a complete customized team, and you need a minimum 11760 stars recruit 23 players to do this. You should easily have enough if you have been working on the offline achievements, but it is easy to rack up the required stars in 2-5 matches (dependent on length of match & skill) if you are starting from scratch by playing against a second controller or easy CPU.
Stars are given for positive actions done within matches (e.g. 50 - scoring a try, 15 - ruck turnover, 5 - completing a pass etc.) and a multiplier is applied for doing some actions in quick succession e.g. scoring a solo try from within your own goal line could score over 500!
The 2 question quiz before and after a game also gives 100 stars for each correct answer.
Once you have enough stars, from the main menu, go to My Squad, hit
to select a team, then choose any team you want. You now are taken to the Team Management page. If you just want to build your team as quick as possible, hit 
button to auto-fill your team with the cheapest players in the game. You can go to the Market (
) and recruit specific players if you wish. Save changes 
, then jump online and at the team select page, hit 
or until you get to My Squad & select your customized team.
Win the match & the achievement is yours.
