Play local with 2 controllers or boost this with a friend. Take the ball just past midfield with your primary account and then make the 2nd account tackle them. With the 2nd account press b a few times to add players to win control of the ball as which point a 10 second timer will appear where you can pass the ball out. Don't hit anything which will cause a penalty.
You can then select kick for goal with your primary and move the ball just behind the midfield line. Then it is simply a matter of making the kick by holding the right stick toward the goal and adding a little hook if needed. Took me a few tries to nail the kick but this is more about the easiest way to set yourself up for the penalty kick with no hassle.
