I unlocked this achievement across World Cup and International Test modes

Have not tried 2 player though.

As far as I know it has to be a full 80 minute match so not in place-kicks. So any other mode at whatever time you want to set it.

Can confirm place kicks mode does not work. found out the hard way

These have to be full 80 minute games. It is best to do this when you are trying to get your 100 games for 'That's Commitment!'. You may want to keep a list of teams you have used, which includes those used in other game modes.

XboxAchievements

For this achievement you must win a match with every international team. There are 20 teams to play as, some of these teams can be used in World Cup and Tour modes, any teams you have not won with yet can be used in Test Mode. Unfortunatly this needs to be done in full 80 minute matches so place kick matches dont count.
