To get this you need to:
1. Level up any character (recommend to do in singleplayer)
2. Spend the skill point (Not sure if needed)
3. Let yourself die so you return to the menu
4. Select refund skills points then Yes
5. Achievement unlocked

+1, Couple notes: 1. You do have to spend a skill point 2. You don't have to die, you can exit. (3. You can re-spec as many times as desired.)

Before you start a mission if you have selected a character you have spent at least 1 skill point on, you will be given the option to ‘Refund ability points.’ This will remove your abilities and give you your skill points to redistribute. This can be done as many times as you like. Once you have selected the option your achievement will unlock.
