To unlock 'Siege Me If You Can' you must complete 'Pax Romana' on any difficulty, from Beginner to Centurion. By the time you start Legendary, this will already have unlocked.

Pax Romana is the sixth chapter within the game following Marius' retreat from York.

Sorry to hear that bud. Is the tracker at 100% in your achievements menu? If so, it will unlock soonish.

As the name implies, just beat "Pax Romana" on any difficulty to get this achievement. I included a video of me beating it (All collectibles included)
