Simple enough, it's all in the description.
There are so many enemies in this game, this will come through natural game play. Headshots are 1 hit kills on humans so it's worth the effort. The enemy use cover a lot, and will peek out often making it easy.
I got this during the "Sphere" quest, so before leaving the lesser zone. However, I also did all the side quests I came across and I like to explore all the ? on the map so I encountered lots of opportunities for head shots.

to go into iron sights aim, and square your aim at your enemy's head. This one tracks across your whole playthrough, so you will probably unlock it by the end anyway. A good tip, though, is to get yourself a rifle with a good scope, making head-popping that much more smooth. Check out our guide on how to get a great early rifle.

As written in the guide above, you get it during the game, but if you want to speed things up, I recommend looking for an enemy outpost, making a manual save, getting kills, and reloading the manual save. This method helps save time to unlock the cheevo in question and also works with all the other various kills. explosions or through objects
