It's a very simple achievement:
In Zalissya, go to the technician and buy a upgrade for any weapon.
I brought the upgrade for Skif pistol, cost me K350 to reduce 50% of the weight.
Buy the upgrade and the achievement is yours.

Visit Lens, the technician in Zalissya. And then hit 
to go into his upgrade screen. Then, hover over one of your guns, whichever one you want to upgrade. You can choose what upgrades you would like to make, as there are various options, from muzzle-jump reduction to increased capacity, and so forth. Once you confirm the upgrade, the First touches achievement will then unlock.
