There's a location called "Deaf Meadow" north-east to Zalissya where you'll find an anomalous area and a Stalker named Yurko Fantomas. Once you helped him bring his dead friend's body back, you can just sneak on him and execute him with your knife. Make sure to make a save behind his back, kill, rince and repeat. Poor guy... But make sure to reload your save one last time when the Achievement pops just in case he'll help you later as he promised.
