At first I was confused on what was classified as a scanner, but after finding a couple I ran across a forum post detailing the 10 locations. My understanding is you have to activate each scanner and then obtain the artifact from it.

I originally thought that this one was glitched for me, since I'd double-checked that I'd visited all 10 locations using various guides. However, I'd not realised that for the Chemical Plant scanner you need to visit at night (I did it between midnight and 2AM), if you visit during the day then the scanner will be inactive and look like you've already collected it.

This achievement requires 11 scanners, not 10! This may be a bug, but I wanted to post a follow-up to the other guide since like many of you the achievement wasn't unlocking for me until I found the 11th scanner in the Zaton region, northeast at the Hydrondynamics Lab area. This scanner is NOT marked on map genie.

Keep in mind, it won't be until late game when you can get the final scanners in Prypiat. Also, remember to grab artifacts from the scanners once you activate them as this is what counts as a scanner being activated.
How to find the 11th artifact not on Map Genie
While in Zaton at about mid-game, go up to the northeast to Hydrodyanmics Lab. You will be going into a sewer/drain pipe. To get in here, you'll go in the canal with the acid anamoly and all the shipping containers. Head to the east end where the canal narrows, and about halfway down on the left (north side), there will be a sewer grate that is open that you can walk into. Once in, hang an immediate left at the open pipe and walk through the piping to the scanner with a dead body nearby. Once you grab the Ciliate artifact from the dormant scanner this will count as finding the scanner. If this is your last scanner, once you grab the artifact the achievement/trophy should unlock.
