This is only possible after completing the Like a Month to the Flame main mission.
The Side Hustle quest will have you going to the train depot warehouse, and instead of using the red button to enter the building you'll have to grab the parts hanging from the window without going inside the building. To do this, you'll want to push a wooden crate undernearth the window, and use it as a jumping platform to gain enough height to loot it during a jump. Doing so unlocks the achievement.
This is only possible after completing the Like a Month to the Flame main mission.
In the Icarus base, you can find the technician vendor named Sgt. Yeremeyev, and upon having a conversation with them, accept the mission which should give you a new side quest named The Side Hustle. If you get Shock Therapy instead, complete this and return to him to get the next one.

I just threw a grenade into the window and it knocked it out for me (probably from blowing up the red canister mentioned above).

i did a video showing the only way i was able to get the parts without entering the warehouse.

Perfect solution. Do this before heading to the swamp or you will be locked out as the base becomes deserted and you can no longer pick up the side quest. I had to reload a 10hr save in Zaton.
