Save your game in Zelissya town.
In Zelissya Town (first safe zone/base) go to campfire, sometimes there are 5-6 people around, shoot them in their head for this achievement.
Then you can reload your save to go back to normal with town people because everyone will start shooting you when you shoot someone here :)

if you strugling with this, leave it for the late game, later on the icarus outpost will be in quarentine and get evacuated, there will be tons of zombies there but for some reason they wont attack you, then you can easily do this causa they are all grouped up.

During a main mission "Dead Frequency" in Zaton. You'll be asked to "Activate the device". Before you activate the device, make a save. Once you activate the device, run to the left and take cover in the door way. A bunch of zombies will spawn in bunches. I probably got about 10 headshots in 10 seconds.
Side note - After the fight I noticed some explosive barrels in the main room. This is probably a great opportunity to get "20 kills with environmental explosions" for the BOOM! achievement as well.

You receive a mission from a character called Zakhar in Slag Heap where he asks you to go to a car park to collect a debtors payment. Prior to entering the car park, make a save.

I used an Valik Lummoxs AK-74s with a rifle scope to make it easier, but there a now 5 enemies in very close proximity. You can shoot the first two speaking immediately after not surrendering 4500K, the third is diagonally right of these two.
