Simply speak to Degtyarev upstairs at the Energetik Palace of Culture in Prypiat.
I unlocked this as part of The Road to the Foundation main story mission, but I'm not sure if your decisions in earlier missions affects this.
I selected "I need more time" at Subtle Matter and "Escape" during Dangerous Liasions.

Once you have accessed Prypiat in the final hours of the game, you will receive an objective to reach the Energetik Palace of Culture. You gain access to this area regardless of which of the four endings you are heading towards.
There is a large firefight outside against the Monolith, so be prepared for a fight (preferably approaching during the day so you can see the enemies clearly).
Once the Monolith have been defeated, simply follow the objective marker and speak to Degtyarev upstairs. The achievement should unlock during the following cutscene.
