This is a story-related achievement for basically getting into Strelok's hideout in Agroprom Underground.
Path to get there:
Cordon -> Garbage -> Agroprom Research Institute -> Agroprom Underground.
What you want to keep in mind is that this place (Agroprom Underground) is infested with Bandits and Military so be sure you have at least couple hundred rounds of automatic ammo or a few dozens of shotgun shells. Save often.
There is also and invisible mutant there - Bloodsucker. 2 mags of 9mm ammo from MP5 were enough to kill it. It's found after green acid pools you'll encounter on your way to the objective. It can be seen. It has Crysis-like shimmer on it's model.

If anyone else gets stuck here like I did there's a ladder at the back of the pitch black pipe and you turn your torch on by pressing RS while aiming. Took me longer than I'm willing to admit to figure that bit out.
