In training, at the bottom of the screen, there is a bar that fills based on how well you performed each move. Once you completely fill it five times, the Megazord (or MegaMonster as appropriate) appears. Depending on skill you could get this in the first couple levels, but I found the fourth level best to do this as it gives you the most room for error.
