There are 7 Power Rangers and 4 Levels of Ranger Training.
You do not have to complete the Breaking Challenges with every Ranger, only the distinct Ranger Training missions.
The rangers seem to go in a distinct order of appearance:
Jayden (Red), Kevin (Blue), Mike (Green), Emily (Yellow), Mia (Pink), Antonio (Gold), Lauren (Red).
Antonio seemed to appear after I completed Ranger Training Levels 1-4 the first time.
Lauren seemed to appear after I completed the entirety of Ranger Mode with Jayden.
If you don't initially keep track of who you train with, don't fret. After every training session the game takes a picture with you and the Ranger who trained you. You can locate these pictures in the order they were taken in the Collection option on the Main Menu. Use these pictures as a guide to get you back on track.

So from my experience it does seem like their is some order of appearance, but sometimes see it break with random appearances of Lauren and Antonio. My problem is that now that I have Lauren and Antonio, its almost impossible to get Jayden to appear. Any advice?

He should appear after Lauren or after the completion of the next cycle of Rangers.
