Very simple to get by completing ‘Heartbreak in the city’ in Eccria. You can blame/accuse anyone of the crime and the achievements yours (blaming Hamza the Machinist will cause his workshop to become unavailable)

However if you want to do it right you must ask around the city and conduct your own investigation. You’ll start it by talking to Sandip and then installing the new core and finding a collection of clues. The people to talk to are Machinist Hamza found in his bike shop, Garay a climber found in the tents/shops under the cities entrance. And lastly Merchant Iria whose guarded and upstairs in the main market (you’ll have to bribe a guard to get up to her either with money or pomegranates found fairly easily just outside the city on some plants that should stand out)

you can get a solid Alibi for Garay if you talk to the bartender who confirms he was there fighting. Once done you can return to Sandip and make your accusation (you’ll receive a Guard Badge and the achievement)
