After you leave Ewer and enter the second area, follow your objective marker to find the Machinist Utarii at the Burnt Oak Station camp.

He'll send you on a quest to get the Wind Tower working again. Once you arrive climb the rock formation to the northeast of the Tower and climb over the bridge high in the sky towards the tower. The climb from there is pretty straightforward but make sure to scope the whole place out for collectibles.

I found 4 chests (two of which contain the Bouldering Top and Machinist Top clothing pieces) and 2 Chum Eggs while there in case you want to know what to be on the lookout for while exploring.
The second egg can only be had by gliding from the top of the Wind Tower back toward the NE rock spire.
