The 3 Entertainment Badges are given in quests from NPC's in Eccria, the large city in Redsee (NW region).

1) Tej, a kid on the docks wants you to acquire a flower from the nearby oasis.

2) 3 kids on the street want to play hide and seek with you. Map locations below.

3) Atomic Priest Shar Varana on the 2nd floor, NE corner of the city, wants you to convince Llhor to come back to them. You're supposed to go talk to 3 innkeepers in various camps then follow the archer statues in the Sodic Wastes (NE region) to find Llhor but I'm pretty sure you can just go directly to him.
