After you leave Ewer and enter the second area, follow your objective marker to find the Machinist Utarii at the Burnt Oak Station camp.
You can buy 3 new Hoverbike parts from Nomadic Merchant Bobi at the same camp for 75 cuts each. After you have one talk to Utarii again to customize your bike.
You can also just change the Dye color of a part instead of buying a new one if you want, but you'll need to buy at least 20 parts over the course of the game anyways so it's up to you.

Apparently, you actually don't need to buy any parts at all.
I hit A on one of the three default parts and then A again, and it unlocked the achievement. No idea if that will change though. Thanks for solution of course regardless, as that is probably how it *should* work lol.
