Most of Wesley Dudshooter's target courses have caged in Manatees by him, but one in Pine Peaks will have a royal seal in it instead that you will remove through the course of the story. This one seems to be unneeded for this achievement as I did not do it before the end of the game & still got the achievement.
As for the target course in the ice level (the most difficult in my opinion) I would suggest using the Golden Oars & the Whip Cracker and just using rowing to maneuver. That with the wide angle of several swivel guns should get you through it.
