Thanks to XEvoUmbreonX & klappertje17 for helping me identify the two I was missing.

EDIT: An update went out today 1/3/24 that makes this achievement obtainable again. The NPCs that give the quest for the Giant Jelly & the White Whale now spawn in the game where intended. You can use your existing save file.
