You don't necessarily have to throw them to earn this achievement although it usually is the most quickest way to detach your player and grab someone else.

If you are, let's say, on a high bridge above water, try and take someone as a human shield and throw them off the edge of the bridge and it'll net you the 'Going the Distance' achievement too.

You will get this doing 3 maybe 4 Crowd Control activities if you throw all the people, pretty easy.

You will most likely get this achievement when playing through the Crowd Control missions. (See "Velvet Rope") If you don't get 50 shields by the time you're done, just grab random pedestrians with , drop them with again, and keep repeating until the achievement unlocks.
