How to unlock the Partners in Crime achievement in Saints Row 2 - Definitive Guide
For this achievement you must start from the beginning of the game in co-op and do every Saints, Ronin, Brotherhood, Samedi and Ultor missions. Each mission MUST be done in co-op but it doesn't have to be the same partner each time and it doesn't matter what order you do them in so long as you do them all.
You can check your progress in the statistics section of the pause menu. And you can also check your noticeboard in certain cribs to check which ones you have and haven't done and maybe go back and replay ones you haven't done.
This achievement is reported to be glitchy however when it comes to redoing missions in co-op that you have only done in single player, follow the link below for more details:

The most critical thing to remember is to actually start a new game in Co-op. From the Main menu choose Co-op/New Game. So many people (including myself) are ending up with 41/42 missions complete in co-op because they started a new game as they would solo and realized you can't invite someone to co-op while you're in mid-mission (you start in your Prision Break mission at the beginning). So, "oh, we'll start co-op'ing after we both break out of prision" is the wrong answer.
12+ hours of co-op play later to finish all the missions to find yourself short one and having to start over for the 100G achievement... sucks.

True, but as soon as Volition pull their fingers out and release a patch for it - those people (inc me) who are stuck on whatever out of 42 missions should just be able to go to the notice board and redo the co-op missions they missed.
If you read the website they are working on a patch for the problem but as to the release of it I don't know yet - it will also cover the horrible freezing glitches when playing off a disc - hopefully!

Okay, x2i's guide covers the important stuff needed for this achievement. You must do from the prison break to face shooting Julius, and all missions (and strongholds) in between with a fresh character and a co-op partner. Start>Statistics>Page 14 will show you how many missions you've completed, and certain safe houses have bulletin boards that you can check for specific missions (look at the bottom for a co-op complete check mark).
As soon as you are done with acquiring the Saint's Hideout, and activities open up, ignore the story briefly. Focus on a few activities, as their rewards will make life much easier as you progress through the story.
I recommend:
Snatch- Chinatown (3x Health Regeneration)
Insurance Fraud- Factories (Unlimited Sprint)
Drug Trafficking- Airport (Unlimited Shotgun ammo, and the XS-2 Ultimax shottie) Each of you grab a chopper to put in the rooftop garage at the hideout while at the airport to make life easier for:
Base jumping- 3 Gold stars, no fall damage.
To speed things up even more, as soon as a mission/activity ends, call a cab to take you to the next one, only one player needs to initiate it, the other will be teleported to where ever it is upon start confirmation.
Eagline Yellow Taxi = 555-018-0174
Big Willy's Cab = 555-819-8415
TNA Taxi = 555-455-8008

Yep, cabs will take you anywhere discovered to which you can drive (it will take you anywhere on the mainland, but not to the prison or nuke plant from the mainland), including all missions and strongholds, but not to any locations with a question mark.

ok to get this you have to do all of the Saints, Ronin, Brotherhood, Samedi and Ultor missions. after you do all of that you need to kill Julius(watch video to find how to get the mission there are spoilers if you watch the WHOLE video.) And you should also start a new game and play with one friend

While in co-op, play and complete all of the missions in the Ronin, Samedi, and Brotherhood story arcs, as well as the Revival epilogue, the Ultor prologue, and the secret Julius mission. For a complete walkthrough, check this thread.
WARNING: This achievement has been reported to be glitchy. To ensure you get it, both people should start up a brand-new game and only play co-op with each other.
