Although the achievement says you have to play ranked matches to get it, you don't. I got this in unranked party matches, and have helped friends get it.
Set up a Strong Arm match for one of the seven required activities (Theft, Snatch, Demo Derby, Racing, Mayhem, Insurance Fraud and Hitman). Rotate the wins over the seven activities so everyone involved has won each one, then move on to the next activity and repeat until all seven have been won by all playing.
Then simply play a game on each of the seven Strong Arm maps (Little Shanghai, North Shore, Nuke Plant, Oldtown, Parthenon, Posiedon's Palace and Wharfside) to unlock the achievement. Be sure to let the other people you are playing with win on each map before moving on to the next one to save time.
It's worth keeping a pen and paper handy to keep track of what you have done to make it easier for all involved.

Go to Multiplayer from the main menu then into Xbox Live, then into Create Party. Once here, choose Invite only. Then choose Party Games.
Put the Game Mode as Strong Arm and keep the Variant as Default. Go down to Activities and you'll see there are 8 different activities. You can disregard Brawl, then turn on an activity you need to win.
You'll need to win on all 7 Strong Arm maps (see further down). The rest of the changeable options can be set how you prefer.
Once you have your game set up, invite your partner to the lobby and click on Start Game at the top. Once the game starts, play through the first activity until the money you earn from the activity adds on to what you may already have in the top left corner. Once done, have your partner leave the game granting you the win.
It'll take you 7 games for this Achievement which takes about 20-25 minutes. Change the map to the next one along, and change the activity to the next one down. Rinse and repeat.
As an example:
Little Shanghai - Demolition Derby
North Shore - Hitman
Nuke Plant - Insurance Fraud
Oldtown - Mayhem
Parthenon - Racing (Finish the race, pass through all checkpoints)
Poseidon`s Palace - Snatch
Wharfside - Theft

To confirm, after you do select Default Variant and change the options it will change to Custom Variant but it will still unlock.

For this achievement, you must win a Strong Arm round of each of the following Activities:
Demo Derby, Hitman, Insurance Fraud, Mayhem, Racing, Snatch, Theft
You must also win a round in each map while playing Strong Arm:
Little Shanghai, North Shore, Nuke Plant, Oldtown, Parthenon, Posiedon's Palace, Wharfside
You don't actually have to do this in a ranked game, so the quickest way is to just start up a Party match, set it to the map/activity you need, and get a friend to lose to you.
