Completing a district requires you to complete every threat, venture, side hustle, discovery and purchase one item from every store in an area. Completing any ten will unlock this achievement. You can tell a district is completed by the giant gold Fleur that will appear on the map

At the time of my completion, joining a friend's game that has 10+ districts completed will unlock this achievement as soon as you load into their game. I don't know if this still works
