Hello! I was able to earn this achievement while my criminal empire tier was level 1. Your character needs to be level 15 to unlock the upgrade, but I don't think your empire level is part of the unlock.

I can confirm what Scream26 posted. You unlock all 3 upgrade levels for weapons and vehicles at character level 15 regardless of your empire level.

To max out a weapon, you’ll need to gain their Signature Ability by completing a set challenge attached to the weapon you want to fully upgrade (the K-8 Krukov AR is an easy one to opt for).
