Data clusters are spread throughout Steelport and are mainly found on top of buildings, they look like a round blue light that is shining from the ground. Simply walk into it and you will automatically pick it up. Most data clusters are only worth 1 but some are worth 20 and that will count towards the 100. There are 1225 in total so you should get this naturally.
