This will unlock after you have completed all missions in the DLC and killed The Dominatrix.
However, there is a freezing problem with the game after beating The Dominatrix. The game will freeze at the loading screen. This doesn't happen to everyone, but if it does there is a simple solution to it.
All you have to do is remove ALL alien weapons from your inventory before killing The Dominatrix. During the Dominatrix fight you will have to pick up an alien weapon in the Saints Row HQ. But just go to a Friendly Fire shop and remove that one as well.
