Data clusters are the shiny blue fragments that appear all over the city.
By collecting data clusters you are making progress for multiple achievements:
-Find 100 Data Clusters
-Find 100% of all Data Clusters
-Purchase all Super Power Upgrades

Data Clusters are basically the currency when trying to upgrade a super power.
Although sometimes you may have to be a certain rank, have a certain amount of challenges complete and/or have completed a certain amount of optional missions for the game to let you purchase a certain power.

It's really easy to find data clusters, there basically everywhere. Although mainly on rooftops, some clusters can be on the sides of buildings.

If your having trouble finding data clusters, you can complete a certain amount of optional missions then purchase the 'Collectible Finder' from the upgrade part of your HUB.

This is easily boosted in co-op. Any cluster you're friend finds that you have not obtained will be awarded. With two super hero characters running and gliding around the map collecting clusters this achievement can take take less then 20 minutes.
