How to unlock the Fiesta Time achievement in Saints Row - Definitive Guide
The piñata launcher unlocks from completing all the missions from Let's Pretend, which is available at criminal empire tier 4 for 1.6 million dollars, it also unlocks the piñata stick cosmetic for the crowbar. Simply fire a piñata at the ground and whack it with the stick, it might take a couple of swings.
*Edit as user UndacaVa420 pointed out in the comments the @tcha in Marina West is supposed to be where you get the piñata stick from, it however didn't unlock for me when I completed the @tcha, and I did get it when I got the piñata launcher.

"it also unlocks the Stick is wrong". To obtain the Pinata stick, you need to visit the @TCHA side hustle in Marina West and interact with the signboard and give them one star. Then some Los Panteros thugs will come at you whom you need to defeat.

Just watched a video on how to get the pinata stick... Is it not actually a weapon but a visual mod?

This achievement requires both the Pinata Launcher and the Pinata Stick. The former is a reward from the “Let’s Pretend” criminal venture - for completing the last mission. Let's Pretend is in the last tier of unlocks there) and the latter is a skin you can attach to the crowbar at a gun shop (the skin is unlocked at the @tcha in Marina West). All you need to do is shoot the pinata with the launcher and melee it before it explodes with the stick. Simple!
Both of these weapons are unlocked through the completion of missions and can't be bought. To unlock the Piñata Launcher, you'll need to purchase the Let's Pretend Tier 4 Venture then complete their missions involving scoping out heists and being a getaway driver. After talking to the manager at the end you'll unlock this. To unlock the Piñata Stick, you'll have to give a one star rating to La Bogeda in Marina West in the @ATCHA Side Hustle. If you've completed it already but didn't give it one star, you can still return to the location and replay it, it's just south of the Venture location in this area.
The Piñata Launcher is a 'Big Gun', and the Piñata Stick is actually a Visual Mod for the Crowbar, so you'll have to go and buy that from a Friendly Fire, making sure to change the Visual Mod. Once you've actually got the weapons, shoot the launcher at the ground, then hit the resulting Piñata with the stick to get this trophy once it explodes.

To do this you need two things:
- Pinata Launcher – Unlocked after completing the “Let's Pretend” project. Available at Empire level 4, you must complete all missions for this venture and you will receive this as a reward.
- Piñata Wand - Unlocked if you give 1 star during the @TCHA Side Hustle party at Marina West (“La Bodega”). This can be played even if the card icon for it has disappeared and you gave it more stars earlier. You can interact with the sign again to reproduce it with 1 star, it is impossible to miss.
After receiving it, go to the Weapon Shop or Weapon Locker in your HQ - select Crowbar - Customize - Visual Mod - Pinata Stick. This is just a visual mod for scrap.
Equip both of them, fire the Piñata launcher, it will place the small Piñata on the ground. Select the crowbar (with the Pinata Stick visual mod) on the weapon wheel and click on the Pinata to make it explode

The piñata stick is a crowbar mod. To select it, you need to go to the menu for visually changing weapons and select the appropriate type there.

Please note the trophy is buggy! The visual mod of the piñata stick does not drop out, it is not in the mods, apparently due to the fact that the described mission was carried out without purchased scrap, although other visual mods are present (3 pieces), at least that’s what they write on the forums. I replayed the "enterprise" ratings with different numbers of stars - the mod does not crash, in the weapon - it does not exist! I don’t have a very old save, I’m trying to get it through a joint game, but so far without success...
UPD... Got it in co-op with a friend who hasn't completed this add-on yet. @tcha Challenges mission at Marina West location.
