After struggling for hours to understand how to make Kuroko appears, i will tell you what i did to get the achieveement

I started a game with earthquake on easy, at the 6th opponent, i pushed start with a second controller, then beat my player 2 in 2 rounds, and did Eartquake's POW mov to finish the second round
(left side of the screen: forward, half circle front and strong kick), with 20 seconds or less on timer.

After that Kuroko appears and the achievement too

I didn't perfect or POW mov finish any opponent before my player 2 on stage 6, worked first try for me

With this achievement you wanna play through the game as normal just beating oponents up until your 6th opponent. Then verses either your 6th, 8th, or 10th opponent, you wanna win the last round of the match using your POW desperation move (look at the moves list to find out the commands) with less than 20 seconds left on the timer.

I finished getting the Perfect Samurai and Point Hunter Achievement the same day I got this, I'm guessing if you have all the single player achievements that Kuroko's chances of appearing increase in game. After getting Point Hunter, on my first playthrough(I'll note that I had all other achievements except for Man in Black), I did this:

I started playing Arcade Mode on Easy Difficulty with Genjuro. I executed his POW move 5 times in the first 3 matches, with 3 of them connecting on an unblocked opponent and shattering their weapon. I didn't KO any opponents, just hit them unblocked. The 4th fight started and Kuroko jumped in to challenge me. Achievement unlocked.

Tried this again a day later. Kuroko appeared in the 4th round after I did the same method with Galford. I tried it again with Jubei, but never did his POW move, but did get 3 Perfects in the 1st 3 fights, and Kuroko appeared again, 4th match.

Pick a character that you're familiar with and know how to perform their Desperation/POW move. I tried Haohmaru and Genjuro because compared to some POW executions, these two have it easy. And they're just cool.

Both POW moves for them are executed in the same fashion: When the POW meter is flashing, input HCB, F+LS, or Half Circle Back, Forward and Light Slash. Another style of notation:
Haohmaru: F,DF,D,DB,B,F+LS
Kibagami Genjuro: F,DF,D,DB,B,F+LS
