First, you need to complete the “Mysterious Voice” Side Quest, in order to unlock the paint shop. This is what will allow you to repaint your vehicles and to add custom decals. It’s a vanity business! Here is the location of the Mysterious Voice Side Quest, which pops up in Spino:
Once you have completed the quest, someone called Shion will set up shop in Spino, and this is what you need to unlock the Customizer trophy. Head to the paint shop and speak to Shion, then select the Painter option, and choose the vehicle you want to give a makeover to. Once you have pressed
