First, you need to complete the “Mysterious Voice” Side Quest, in order to unlock the paint shop. This is what will allow you to repaint your vehicles and to add custom decals. It’s a vanity business! Here is the location of the Mysterious Voice Side Quest, which pops up in Spino:
