You can find Time Attacks marked on the map as the little chequered flag icons. (You may want to repair some of the Radio Towers to fill more of the map icons in – see Engineer 
.) They look like this:
As you can see, at the bottom-left there is a list of activities, divided by region, and you can tell how many things you have left to do / find in that area. There are usually one or two Time Attacks to a region. Once you have completed ten of these Time Attacks, the Racer trophy will then unlock.
