How long is the tutorial? I’m about 20 mins in and it hasn’t popped

Do you need to complete both character tutorials to unlock this achievement?
(Update: you need to do the first fight with the others and then proceed to the next part of the story before you get the achievement)

The "tutorial" is longer than you may expect. Several battles and cutscenes long. You will think you completed the tutorial, but until the achievement pops, you haven't gone far enough in the game yet. It feels more like an entire chapter before it is complete. You only need to go through the "tutorial" with one character for it to pop. You will get a pop-up message that states "'Mizuhagawa New City Development District' had been added to the World Map." after you complete the tutorial, so unless that has happened then you still need to progress further.

The guides here are pretty useless here's what I found on the site to complete it.

Use this site instead , it explains you the brief instruction on how to beat phase 0. It's not just tutorial
