This seems, maybe not glitched, but definitely touchy. Just finished a second play through now and and only halfway there. Going to delete everything and start fresh.

Yeah something's definitely wrong with this achievement. I never touched the button in 2nd playthrough and the tracker shows 63%

I finally got this and 100% this goddamn game.
It took me 7 tries. What finally worked was playing while connected to my VPN. For whatever reason that seems to fix all issues with achievements tracking and unlocking.
