I got this on the very first demolitions level.
I hit RT to speed up the rotating arm to maximum speed, then aimed slightly left (between the middle and left structures) and held A to see the trajectory. With the trajectory pointing almost along the water, release A and the cabin should hit the water and continue skipping along the surface.

I've done this several times and yet still not getting the achievement

The important thing here is that the cabin skips on the water 5 times in a row (not total).
