To unlock Kill the devs you must kill the dev boss sprites which is very easy to do. Located in Nova Ugarit -- Trade District-- room after choosing NORTH beating the Thistle guards. They are located in the top right hidden in the buildings. Press pause to read the name of the room you are currently in. In order to reach them you must get the Ballista shooter to move from the top right Ballista to the left so they will shoot at a hidden box. Once the wall is destroyed you can use the tunnel to walk to the devs and then kill. Retry the room if the enemy was killed by accident before destroying the box.
Flobb212 pointed out in the comments that you should charge "scare" the gunner and not destroy it while the enemy is on it. They will just panic never moving to the second ballista if destroyed first.

Easiest solution!
First choose "NORTH" from Hogstead Farms to enter Nova Ugarit. You will progress through the following rooms:
- Main Road
- Crimson Tree Chapel
- St.Sanguine Square
- Old Ugarit Memorial
- Station
- University Park
- Moros Avenue
- Trade District
The devs are in the top-right corner of the Trade District.
There's no need to use the ballista. Save your gold once your enter the level and don't summon anything. Clear out all the enemies so your monsters don't randomly wander into any fights while you're doing this.
Push up in the top-right corner using both
to move your reticle and 
to move the screen. Once your reticle is beside the devs, summon Fishmen and hold 
to attack. Your fishmen will murder the devs, and the achievement is yours!
