Found on Mission 7--Classified.
After reaching the secret area, you will see the engineers standing in front of machines. There are 4 in the first area, and 1 more near the Enigma after you have taken the lift down. Obviously, crouch with B, walk behind them, and knock them out with A.
You don't have to knock out all 5 engineers in one playthrough of this level. You can restart the level, then knock out any ones you have left.

5th engineer is when you go up on the elevator to the rocket. The one next to enigma either gets killed by enigma or runs away and you can't melee him afterwards.
