Defend the Oval Office and work your way across the rose garden to the other building and take out the terrorists from the roof. When they call you back for the second time, I found it easier to go back to the roof instead of the balcony. After defending for the second time, head back trough the rose garden to the Oval Office and clear the rest of the enemies. The mission will end and the achievement will pop.
