When you get to the capital levels (second and third level) shoot all the statue of heads (full body statues do not count) only heads. You don't have to destroy it - You only have to shoot them once for it to count.

There are enough busts on the second level (Coup D'Etat) to satisfy this achievement. Just make sure you shoot any you encounter. Unlike the cell phones, they will still count even after reloading from a checkpoint.
YouStayClassy
During these two levels, you will see statues of heads and shoulders (busts) everywhere.
Simply shoot 20 of them to unlock the achievement. You don't have to completely destroy them, one bullet is all it takes to get credit.
