You can get this through playing the game or you can boost it with a friend.
If you boost with a friend then have the friend take over a base. Spawn as the Guardian class. Press Y to switch to the rocket launcher then pick a turret, I prefer Rocket Turrets, as they are easy to dodge. Now it should take 2 rockets to kill the turret. Have your friend heal the turret until it comes back, then repeat.
If you have trouble then have your friend shoot it with a rocket first, that way it is only a one shot for you. It's also a smart idea to drop a Deployable Supply Depot so you get healed and have regenerating ammo as well.

This can be done in ranked or private matches. You can check your progress in the dropship section of the main menu, then select achievements.
Conceptfly
This will accumulate through all types of play. Destroy a cumulative total of 30 turrets. Just use a rocket launcher to get the rest of them that you didn’t destroy in swarm. All turrets that can shoot you count, so during your Top Brass boost you can have the other team keep spawning AA turrets for you to destroy… or you could do this offline if you want it to take longer.
